Anthony Tillman, a Missouri father who was disabled in a 2017 shooting, is currently incarcerated at St. Louis City Justice Center. For more than 160 days, Mr. Tillman, who is wheelchair-bound, has been using a "rag," "bucket," and "lukewarm water" to clean himself due to the facility's alleged lack of functioning wheelchair accessible showers. He hasn't properly bathed himself since his arrest in October 2020 — and alleges corrections staff have essentially ignored him. The inhumane conditions have put Mr. Tillman at "grave risk of infection" and threaten his chances of ever walking again — if his incarceration persists in this way.

Mr. Tillman has since filed a civil lawsuit against the City of St. Louis. The City of St. Louis is attempting to block the lawsuit and has filed a motion to dismiss. The lawsuit demands the city provide a “detailed plan” to build a wheelchair-accessible shower at the jail within 21 days and provide Tillman an interim nursing staff assistant to help him bathe. It argues the jail is in direct violation of Title II of the Americans with Disabilities Act. Tillman is also seeking monetary damages due to the “harm” he’s endured while incarcerated. Mr. Tillman is being represented by civil rights lawyers at ArchCity Defenders, a legal advocacy group in St. Louis. 

Many other inmates in America struggle in a similar way to Mr. Tillman due to the neglect of our prison system. We want justice for Mr. Tillman by giving him the accommodations he deserves - a wheelchair-accessible shower and assistance -  and we're encouraging other prisons to do the same.
