Province finally recognizes homeless emergency and offers massive former youth detention centre - for 30 people. As Councillor Wong-Tam points out this has been a "clearly broken, clearly underfunded" response to a humanitarian crisis. How this small measure can respond to the sheer volume of people needing shelter is beyond my imagination.
