Seaton House still struggles with the Strep A outbreak. City shelters remain well over the recommended 90% capacity. The armoury or a similar emergency shelter is still not open. Toronto Fire and Toronto Police still do not carry the anti-opiate Naloxone. There is still no 'right to shelter' in the city.
