Mayor Tory. Why is this city 'Closed for the Season' to homeless people?

On March 15 the overnight warming centres will be 'closed for the season'. The weather for March 16 is predicted to be -9C. Mr. Mayor, the shelters are full, Out of the Colds are full and are shutting down for the season, homeless people are dying and disproportionately indigeous people are dying. I fear how many names we will add to the Homeless Memorial March 14.
