The Issue
This petition is to allow a licensed beauty professionals to perform beauty services privately with one client in studio-like setting during Stage 2 of California’s lift during Shelter-in-Place. All necessary precautions and disinfection protocols approved by the CA Board of Barbering and Cosmetology will be followed. A salon with one client and one Esthetician, Barber, Nail Technician or Cosmetologist is a controlled environment especially in a studio-like room. Most “essential businesses” don’t practice these detailed precautions. Salons, Spas and Barber shops already practice the use of Barbicide on all tools and surfaces as part of our licensing requires through State Board.
Barbicide has received documentation from the EPA that it is approved for efficacy against Human Coronavirus, including COVID-19. Many stylist have certification with Barbicide deeming that they meet their requirements from the company standpoint.
These licensed professionals are trained in sanitation, disinfection and client safety on a regular day and have been for years. Sacramento-area beauty professionals are licensed by the state of California and should be able to serve customers with guidelines set in place.
Many in this profession have not received any assistance through the state and rely on their skill to give them financial support and consider this very essential to their well being and well being of the clients they serve.
Working in a controlled space like studio suites help control the ability to stay one on one in contact and not large groups like many grocery and hardware stores. These appointments can be based on appointment only scenario. Removing the opportunity of a “waiting area”. Masks and gloves would be offered per each guest upon entering the facility.
Not only is this causing great stress and financial hardship on the technicians but is also essential for the clients. Grooming has been a part of human lifestyle since Stone Ages, 1800s began introducing tools to assist in beautifying, and Americans have been accustomed to access salons since 1888.
