Now that Greenwood and Clay Township have refused to place the Red Line referendum on the ballot in November, CollegeAvenueIndy.org wonders if it's time to change the misleading wording of the referendum. Red Line connectivity to Hamilton and Johnson counties have always been highly speculative. Neither of those counties have any plans in the next few years to make funding available for the Red Line or to place a referendum on the ballot to increase their own income tax rates to pay for it.
