According to Robert Cervero, Professor and Chair of City & Regional Planning at UC Berkeley, "You don’t want to go into established single-family, middle-income neighborhoods and attempt to spawn transportation oriented development (TOD). It seems to work best either in depressed areas that are dying for investment."
