According to The Antiplanner, "The evidence continues to grow that so-called transit-oriented development (TOD) is more oriented to subsidies than it is to transit. A new GAO report found lots of places where rail transit failed to stimulate new development. In many if not most of the places it found TODs, “supportive zoning, planning, infrastructure investments, and tax incentives” played a major role in seeing them built."
