Ban the use and sale of all second-generation anticoagulant rodenticides

Dear Mayor Kenney, This petition has been created in memory of our beloved T3, a local Red-tailed hawk that has captured the hearts of people around the world through a Facebook group called, "Franklin Hawkaholics", 2400+ members strong and growing daily.  We first became obsessed in 2009 when a pair of Red-tailed hawks decided to build a nest on a ledge at the Franklin Institute and we followed their progress via a live feed camera. We have become "Hawk Stalkers and have learned so much about raptors, the food chain, the circle of life and how everyday decisions we make can affect the environment.

Each day our wildlife is in danger of being poisoned by homeowners, local businesses, and professional exterminators. The poison comes from common household pesticides, the most dangerous of which are called “Anticoagulant Rodenticides.” This type of poison is easily purchased and commonly used to kill rodents.

These poisons target rats, mice, gophers and squirrels, but are also responsible for the indiscriminate deaths of raptors, such as hawks, owls, and falcons each year. Domestic animals like dogs and cats are also vulnerable to these poisons.

Primary poisoning comes when the targeted animal consumes the rodenticide bait. Secondary poisoning occurs when a predator consumes the poisoned prey.

Rat poison or anticoagulant rodenticides interfere with blood clotting, resulting in uncontrollable bleeding that leads to death. Second-generation anticoagulants are especially hazardous and persist for a long time in body tissues. These slow-acting poisons are often eaten for several days by rats and mice, causing the toxins to accumulate to many times the lethal dose in their tissues. Predators or scavengers like hawks, owls, foxes and others that feed on poisoned rodents are then also poisoned.

We as asking you to support an initiative to create an ordinance that will include: A city-wide ban on the sale and purchase of anticoagulant rodenticides. A prohibition of the municipal, commercial, industrial, professional and private use of anticoagulant rodenticides.  We would also encourage you to create a system of punitive fines to be instituted to support this ordinance.
