NORWICH - The city's Ethics Commission voted unanimously Monday to hold probable cause hearings for five complaints, two of which name Mayor Deb Hinchey, that were filed in response to a $342,000 trip Hinchey and other municipal officials went on in May to the Kentucky Derby as guests of the Connecticut Municipal Electric Energy Cooperative. Resident Jon Oldfield filed complaints 2016-2, 2016-3 and 2016-4 on Oct. 19 against Hinchey, Norwich Public Utilities Commission Chairman Dee Boisclair and Vice chairman Robert Groner. Resident Philip Brose filed complaints 2016-5 and 2016-6 on Oct. 27 against Hinchey and NPU General Manager John Bilda. Reached Monday night, Hinchey said she had no comment and had not heard from the Ethics Commission. Also reached by phone, Bilda said, "It's all being handled through our counsel at this point," which he identified as Paul McCary, of the Hartford firm Murtha Cullina. McCary attended the meeting and waited outside with reporters during closed-door deliberations, but had no comment afterward. Ethics Commission Chairwoman Carol Menard said dates for the hearings haven't been determined yet, but the commission will have 60 days to schedule them.
