Refurbish the historic Rubin Block for Affordable Housing!
The Issue
A significant historic building, vacant since 2014, and in danger of demolition by neglect, the Rubin Block at the corner of Morley and Osborne has an opportunity to be refurbished for affordable housing through the federal Rapid Housing Initiative (RHI).
To address safety and security risks and the continued deterioration of the building associated with leaving the Rubin Block vacant, and in light of the need for affordable housing in Winnipeg, this petition is to request that the city implement Taking Title Without Compensation (TTWC) so that the Rubin Block can be eligible for the RHI (with an application deadline of December 31, 2020), and refurbished for much-needed affordable housing in this city.
