YES to Shuttle Service as Mass Transpo OPTION in Moonwalk Village Las Piñas
The Issue
It has been a long-standing concern of the residents of Moonwalk Village and nearby subdivisions, the current mode of public transportation servicing the area. The tricycle system we have are proving to be less efficient, and of late, very unreliable.
We would like to petition for an alternative public transport system in the area because of the following:
1. Most nights, especially during rush hour, tricycle drivers refuse to take passengers because they don't like to drive in heavy traffic. This often result in very long queue lines of passengers waiting for a few tricycles servicing the route, while a group of these drivers mill about in the station or elsewhere within Moonwalk.
2. These drivers dileberately refrain from servicing commuters at around 10pm, determined to wait it out til 11pm when commuters are policy-bound to pay double fares.
3. The aforementioned fares past 11pm is even more expensive than an Aircon bus fare from Las Piñas to Manila.
4. Quite a number of existing tricycle drivers are arrogant, disrespectful, and reckless drivers, treating the commuters with disdain and putting them at risk with their daredevil antics on the road. They have blatant disregard for traffic rules and commuter safety.
5. Even if a commuter has dutifully took his turn in the very long queue just to get a ride, a tricycle driver will refuse a passenger (especially on back ride) on the basis of his/her weight. A heavy set passenger, who has no trouble riding at the back of the motorcycle going out of the village, may have not the same treatment at the station. They discriminate passengers.
6. On "special trips" where the commuter agrees to pay premium to have the tricycle for his/her own, a tricycle driver gets to pick up another passenger (without asking the first passenger's consent) and still charge the previous passenger the full "special trip" fare.
We believe that part of the reason for these behaviors is the fact that they are the sole provider of public transportation plying Marcos Alvarez and Moonwalk Village. The homeowners are, therefore, at their mercy.
In this regard, we would like to petition that a more reliable and more efficient transport system be put in place. A jeepney or multicab Shuttle Service may prove to be an ideal option.
A single shuttle service may transport about 5 times more passengers than a tricycle. If given this option, perhaps more homeowners will opt to ride the shuttle and less tricycles will be on the road, and hopefully will aid in declogging the roads.
With clear competition for passengers, perhaps tricycle drivers and operators may find it necessary to get their acts together, thereby raising their standards of service.
But this new shuttle service must also follow particular rules.
1. Pick-up and drop-off passengers only at specific designated shuttle stops. They will not pick up and drop off passengers at every street corner. Homeowners will have to make their way to and from these shuttle stops on their own.
2. A single, uniform fare at all times. Gas prices don't go up every 11 o'clock in the evening.
3. Shuttle service will be available 24 hours a day.
We hope that this petition will merit your approval and that action will be done to bring this to fruition.
ADDITIONAL RECOMMENDATION
Perhaps the City Government can look into acquiring part of the roadside property next to the Tricycle Terminal and use it not just for the Proposed Shuttle Service but for the Jeepneys bound for Molino as well. This way, they will not be using up one lane of Marcos Alvarez and clog up that corner near Alabang Zapote Road.
Otherwise, a remotely located Jeepney & Shuttle Terminal may be set up. NO jeep or shuttle will be allowed to pick up and drop off passengers along Marcos Alvarez, apart from duly designated stops.
