Animals living on tethers and chains their whole life is not only sad, its abusive. It makes people feel uncomfortable and disturbed with no laws to help them save an animal from unnessicary torture and neglect. Its not "Illegal "

Imagine any animal that is unable to walk around its whole life on a short chain but has water food. The humaine society won't intervene if "there is food and water present" .

Pass the law that says it is inhumaine to keep animals habitually tethered, that they must be kept in fenced in yards or no dogs or animal should be kept there at all. 

With this law passed it will allow the Humaine Society to rightfully convenscate poor animals kept in these circumstances. 

 To see dogs on every street corner tethered in the dirt and caged in backyard creates an unwholesome and stressful environment for the neighborhood and children to witness it as well. The dogs incessantly bark and while no one can help. And no law enforcement can interviene. 

Compassion for animals starts to create a compassionate community. Making harm to innocent creatures illegal starts a new feeling of Peace and wholesomness in the world around us.
