Those humane organizations and other organizations effectively become part of an ‘Extended’ Pet Industry’ working, in many ways, to the detriment of millions of companion animals throughout the U.S.   This is addressed in the following blog at www.standupfordogs.com/blog (these blogs are in ‘date order’; the condensed version is the Nov. 5, 2014 blog and the full version is the blog dated Oct. 31, 2014).:

PETITION:

Greatly reducing breeding by irresponsible backyard breeders ("BYB's") is critically important to reducing shelter INTAKE, unnecessary impoundment trauma, and killing ("euthanasia") of dogs throughout the U.S. and beyond. (For an excellent discussion of backyard breeding see: http://en.wikipedia.org/wiki/Backyard_breeder )

The national humane organizations petitioned here have the financial resources  (i.e. hundreds of millions of dollars taken in annually), staffing and stature to do this, especially if they will work efficiently via the National Animal Control Association (NACA), National Association of Counties (NACo), and National League of Cities (NLC) to demonstrate to municipal governments everywhere that this can be done cost-effectively, will reduce public safety and health problems, and will be far more humane than the situation that currently applies. They also can greatly lever these efforts if their grassroots advocacy staff will provide leadership support to animal volunteers simultaneously petitioning local officials (references to sample petitions are provided at the end of this petition).

To succeed, however, they must have the "will" and commitment to put animal welfare first....and the intestinal fortitude to proactively demonstrate to the mammoth $55.7 billion-per-year U.S. pet industry**, 'pro growth/pro-business' government officials, and staff of animal control agencies everywhere that initiatives to displace ubiquitous and unscrupulous backyard breeders with truly responsible breeders are worthwhile and not counter to the vested interests of these 'stakeholders'.   Most importantly, truly responsible breeders will not sell to obviously unprepared 'irresponsible pet owner' candidates but rather to those most likely to be "Pets for Life" owners.

The professional humane movement currently places far too little emphasis on reducing shelter intake.  While very important low-cost (and sometimes free...) spaying and neutering programs are supported to some degree... and while attention is given to the more visible and far fewer large commercial puppy mills, these humane organizations have long preferred to address the 'low hanging fruit'.  But what is best for companion animals isn't always the easiest route!

Our very small organization (which does not solicit donations) contends that 'backyard breeding' can be very cost-effectively addressed by complementing existing shelter-centric operations with a new community-centric emphasis (as would be carried out in the (red) Breeder-Buyer Interface Zone depicted in the graphic at the top of this petition). 

For strategies, processes and 'tools' to stop irresponsible backyard breeding, see: (1)  www.standupfordogs.com  (keep "drilling down" within the Backyard Breeding issue/"tab");  and (2) the blogs under the "Blogs" section (see Blogs tab) at this site.    Note how grass roots advocacy for the “POSTLEA” process (web reference (1) above) and implementation of the 'RED ZONE' described in the Feb. 10, 2014 blog: "THE KEY TO STOPPING IRRESPONSIBLE  BYB'ING OF DOGS" can increase dog licensure and readily be adapted to locating backyard breeders.  The May 7, 2014 blog: "A MORE EFFECTIVE DOG LICENSING AND BREEDER LICENSING METHODOLOGY, i.e. "POSTLEA" describes how this operates as a fast-acting "ratchet".  POSTLEA also can serve as a base for more universally justifying breeder regulation ordinances to municipal officials and enforcing such ordinances.  

The POSTLEA approach will increase dog licensure rates and revenues but, much more importantly, it is 'extensible' to cost-effectively locating and identifying "BYB's" and demonstrating to municipalities that truly meaningful breeder ordinances can be enacted, i.e. ordinances that are cost-effectively enforced and provide for objective standards of care by breeders.
