Kentucky Animal Cruelty Laws must be reformed! These few stipulations are just a start in the right direction, not meant to be complete coverage of all the issues that need to be addressed. TYIA

ANGEL'S LAW:

1. Make Animal Cruelty a Class D Felony with MANDATORY jail time of not less than 5 years 1st Offense and Class C with MANDATORY jail time of not less than 10 years for 2nd Offence.

2. Appoint An Animal Advocate to represent the injured/deceased animal in court.

3. Create an National Animal Cruelty Perpetrator Registry that follows the perpetrator(s) for life. 

4. Prevent Perpetrator(s) from ever owning an animal.

5. To protect the community, require perpetrator(s) on the Animal Cruelty Registry to keep their current address updated so that the neighborhood remains safe and neighbors are aware of the situation.
