Un appel de la France à la conscience du monde
Le 14 août 2006, le complexe de Sencholai, situé dans la région du Vanni, au nord-est du Sri Lanka, a été frappé par une attaque aérienne menée par les forces armées sri-lankaises.
Ce complexe accueillait le foyer « Chencholai », destiné à soutenir des enfants ayant perdu leurs parents dans le contexte du conflit armé.
Le jour du drame, des élèves de plusieurs établissements scolaires participaient à une session de formation portant notamment sur le leadership et les premiers secours lorsqu’une frappe aérienne a visé le site.
Selon plusieurs organisations humanitaires et des rapports publiquement disponibles, 53 personnes ont perdu la vie, sur le lieu de l’attaque ou des suites de leurs blessures après leur transfert vers des établissements hospitaliers. De nombreuses autres ont été blessées.
Cet événement a provoqué une profonde souffrance pour les familles des victimes, les survivantes et l’ensemble de la communauté affectée, laissant des conséquences humaines, sociales et psychologiques qui perdurent encore aujourd’hui.
Vingt ans après les faits, la mémoire des élèves disparues demeure vivante. Pourtant, les demandes de vérité, de justice et de responsabilité restent, à ce jour, sans réponse satisfaisante.
Cette pétition est fondée sur un principe humanitaire universel : même en période de conflit armé, chaque enfant doit être protégé et les écoles doivent demeurer des lieux sûrs, conformément au droit international humanitaire.
Objectif de cette pétition : Le drame de Sencholai ne constitue pas seulement une mémoire portée par une communauté. Il représente également une question universelle de protection des enfants, du droit à l’éducation et du respect du droit international humanitaire.
Aujourd’hui encore, dans de nombreuses régions du monde, des écoles et des élèves continuent d’être victimes de guerres et de violences.
Les attaques contre des établissements scolaires et des enfants — notamment en Bosnie, à Beslan, à Peshawar, à Chibok (Nigeria), à Gaza, en Ukraine, en Iran et dans d’autres régions — rappellent une vérité fondamentale :
« Les enfants ne doivent jamais être des cibles de guerre. »
En mémoire des élèves qui ont perdu la vie à Sencholai, et pour la protection de tous les enfants dans le monde, nous appelons la communauté internationale à agir afin de construire un avenir où aucun enfant ne perdra la vie simplement parce qu’il est allé à l’école.
Nos demandes :
Nous, signataires de cette pétition, adressons les demandes suivantes à la communauté internationale, aux gouvernements, aux organisations de défense des droits humains et aux institutions compétentes :
1. Reconnaître officiellement et honorer avec dignité la mémoire des élèves décédées lors de l’attaque du complexe de Sencholai.
2. Soutenir tous les efforts visant à établir de manière indépendante toute la vérité sur les circonstances de l’attaque aérienne du 14 août 2006, notamment par la préservation des témoignages, des archives et des éléments de preuve disponibles.
3. Œuvrer afin que la justice et la responsabilité soient garanties pour les élèves décédées, les personnes blessées, les survivantes, leurs familles ainsi que l’ensemble de la communauté affectée, dans le respect du droit international.
4. Renforcer les mécanismes internationaux destinés à prévenir les attaques contre les enfants, les établissements scolaires et les infrastructures éducatives dans tous les conflits armés.

A Call from France to the Conscience of the World
On 14 August 2006, the Sencholai complex, located in the Vanni region of north-eastern Sri Lanka, was struck by an aerial bombardment carried out by the Sri Lankan armed forces.
The complex housed the Chencholai Home, a residential centre established to provide care and support for children who had lost their parents in the context of the armed conflict.
On the day of the tragedy, students from several schools had gathered to participate in a training programme that included leadership development and first-aid instruction when the site was struck by the air attack.
According to several humanitarian organisations and publicly available reports, 53 people lost their lives, either at the scene of the attack or later as a result of injuries sustained during the bombing after being transferred to medical facilities. Many others were injured.
The attack caused profound suffering for the victims' families, the survivors and the wider affected community, leaving lasting human, social and psychological consequences that continue to be felt today.
Twenty years later, the memory of the students who lost their lives remains alive. Yet, the calls for truth, justice and accountability have still not received a satisfactory response.
This petition is founded upon a universal humanitarian principle: even during armed conflict, every child must be protected, and schools must remain places of safety, in accordance with international humanitarian law.
Purpose of this Petition :
The tragedy of Sencholai is not only a memory carried by one community.
It is also a universal issue concerning the protection of children, the right to education, and respect for international humanitarian law.
Even today, in many parts of the world, schools and students continue to suffer the devastating consequences of war and armed violence.
Attacks on schools and children—including those in Bosnia, Beslan, Peshawar, Chibok (Nigeria), Gaza, Ukraine, Iran, and other parts of the world—serve as a stark reminder of a fundamental truth:
"Children must never be targets of war."
In memory of the students who lost their lives at Sencholai, and in the hope of protecting every child everywhere, we call upon the international community to act so that no child will ever again lose their life simply for going to school.
Our Requests :
We, the undersigned, respectfully call upon the international community, governments, human rights organisations and competent international institutions to:
1. Officially recognise and honour with dignity the memory of the students who lost their lives in the attack on the Sencholai complex.
2. Support all independent efforts to establish the full truth regarding the circumstances surrounding the aerial attack of 14 August 2006, including the preservation of testimonies, archives and all available evidence.
3. Work towards ensuring justice and accountability for the students who were killed, those who were injured, the survivors, their families and the wider affected community, in accordance with international law.
4. Strengthen international mechanisms aimed at preventing attacks against children, schools and educational facilities in all situations of armed conflict.

இந்த வளாகத்தில், ஆயுத மோதலின் சூழலில் பெற்றோர்களை இழந்த குழந்தைகளுக்கான பாதுகாப்பு மற்றும் பராமரிப்பு இல்லமான செஞ்சோலை இல்லம் செயல்பட்டு வந்தது.
அந்த துயரமான நாளில், பல பாடசாலைகளைச் சேர்ந்த மாணவிகள் தலைமைத்துவப் பயிற்சி மற்றும் முதலுதவி பயிற்சியில் பங்கேற்று கொண்டிருந்த வேளையில், அந்த வளாகம் மீது வான்வழித் தாக்குதல் நடத்தப்பட்டது.
மனிதாபிமான அமைப்புகளின் அறிக்கைகள் மற்றும் பொதுவெளியில் கிடைக்கக்கூடிய தகவல்களின் அடிப்படையில்,
தாக்குதல் நடைபெற்ற இடத்திலும், காயங்களால் பின்னர் மருத்துவமனைகளிலுமாக, 53 மாணவிகள் உட்பட கல்விசார் ஊழியர்களும் உயிரிழந்தனர். மேலும் நூற்றைம்பது வரையானோர் காயமடைந்தனர்.
இந்தத் தாக்குதல், உயிரிழந்தோரின் குடும்பங்களுக்கும், உயிர் தப்பியவர்களுக்கும், பாதிக்கப்பட்ட சமூகத்திற்கும் ஆழ்ந்த துயரத்தையும், இன்றளவும் நீடித்து வரும் மனித, சமூக மற்றும் உளவியல் விளைவுகளையும் ஏற்படுத்தியுள்ளது.
இன்று இருபது ஆண்டுகள் கடந்த பின்னரும், உயிரிழந்த மாணவிகளின் நினைவு அழியாமல் வாழ்கிறது. இருப்பினும், உண்மை, நீதி மற்றும் பொறுப்புக்கூறலுக்கான கோரிக்கைகள் இன்றளவும் திருப்திகரமான பதிலைப் பெறவில்லை.

இன்றும் உலகின் பல பகுதிகளில், போர்களும் ஆயுத மோதல்களும் காரணமாக பாடசாலைகளும் மாணவர்களும் தொடர்ந்து கடுமையான பாதிப்புகளை எதிர்கொண்டு வருகின்றனர். செஞ்சோலை வளாகப் படுகொலையை நினைவுகூரும் இந்த வேளையில், ரஷ்யாவின் பெஸ்லான், பாகிஸ்தானின் பேஷாவர், நைஜீரியாவின் சிபோக், பலஸ்தீனத்தின் காசா, பொஸ்னியா, உக்ரைன், ஈரான் மற்றும் உலகின் பல பகுதிகளில் போர்களாலும் வன்முறைகளாலும் பாடசாலை வளாகங்களில் தம் குழந்தைகளை இழந்த அனைத்து குடும்பங்களுடனும் எமது ஒற்றுமையை வெளிப்படுத்துகிறோம்.
எந்த மோதலாக இருந்தாலும், எந்தத் தரப்பினர் ஈடுபட்டிருந்தாலும், குழந்தைகளையும் கல்வி நிலையங்களையும் பாதிக்கும் தாக்குதல்கள் நமக்கு ஒரு அடிப்படை உண்மையை நினைவூட்டுகின்றன:
"குழந்தைகள் ஒருபோதும் போரின் இலக்காக மாறக்கூடாது."
செஞ்சோலை வளாகப் படுகொலையில் உயிரிழந்த மாணவிகளின் நினைவாகவும், உலகின் ஒவ்வொரு குழந்தையையும் பாதுகாக்கும் உறுதிப்பாட்டுடனும் - பள்ளிக்குச் சென்றதற்காக மட்டுமே இனி எந்தக் குழந்தையும் தனது உயிரை இழக்காத எதிர்காலத்தை உருவாக்க சர்வதேச சமுகத்தை நாம் அழைக்கிறோம்.
எங்கள் கோரிக்கைகள் :
இந்த மனுவில் கையொப்பமிடும் நாங்கள், சர்வதேச சமூகம், அரசுகள், மனித உரிமை அமைப்புகள், மற்றும் சம்பந்தப்பட்ட சர்வதேச நிறுவனங்களிடம் பின்வரும் கோரிக்கைகளை முன் வைக்கிறோம்.

இன்றும் உலகின் பல பகுதிகளில், போர்களும் ஆயுத மோதல்களும் காரணமாக பாடசாலைகளும் மாணவர்களும் தொடர்ந்து கடுமையான பாதிப்புகளை எதிர்கொண்டு வருகின்றனர். செஞ்சோலை வளாகப் படுகொலையை நினைவுகூரும் இந்த வேளையில், ரஷ்யாவின் பெஸ்லான், பாகிஸ்தானின் பேஷாவர், நைஜீரியாவின் சிபோக், பலஸ்தீனத்தின் காசா, பொஸ்னியா, உக்ரைன், ஈரான் மற்றும் உலகின் பல பகுதிகளில் போர்களாலும் வன்முறைகளாலும் பாடசாலை வளாகங்களில் தம் குழந்தைகளை இழந்த அனைத்து குடும்பங்களுடனும் எமது ஒற்றுமையை வெளிப்படுத்துகிறோம்.

1. செஞ்சோலை வளாகத் தாக்குதலில் உயிரிழந்த மாணவிகளின் நினைவை அதிகாரப்பூர்வமாக அங்கீகரித்து, அவர்களுக்கு உரிய மரியாதையுடன் கௌரவிக்க வேண்டும்.
2. 2006 ஆகஸ்ட் 14 நடைபெற்ற வான்வழித் தாக்குதல் குறித்த முழுமையான உண்மையை, சுயாதீனமான முறையில் வெளிக்கொணரும் அனைத்து முயற்சிகளையும் ஆதரிக்க வேண்டும்; இதற்காக சாட்சியங்கள், ஆவணங்கள் மற்றும் கிடைக்கக்கூடிய அனைத்து ஆதாரங்களும் பாதுகாக்கப்பட வேண்டும்.

4. அனைத்து ஆயுத மோதல்களிலும் குழந்தைகள், பாடசாலைகள் மற்றும் கல்வி நிறுவனங்கள் மீது நடைபெறும் தாக்குதல்களைத் தடுக்கும் சர்வதேச பாதுகாப்பு அமைப்புகளை மேலும் வலுப்படுத்த வேண்டும்.
