The Issue
This petition is regarding MASA (Midland Animal Shelter Adoptables), and the poor and unprofessional way they handled a recent case of severe animal abuse, of a tiny dog name Muffin.
♥Please note that Muffin has since passed, due to the severity of her spinal cord injuries. RIP Muffin ♥
I am addressing the following:
1) MASA's failure to report this abuse immediately to authorities, even after the woman stated Muffin had been "raped" by someone she knew.
2) MASA's failure to provide veterinary medical records confirming or denying the "rape" or "object penetration."
3) MASA's failure to update Muffin's post, even after she had been transferred to another rescue, Bark and Rest. They also failed to update consumers that she had passed away due to her spinal cord injuries.
4) MASA's failure to return monies donated to Muffin, that were not used towards her grave marker or medical expenses.
5) Bark and Rest's inappropriate actions of deleting entire related posts concerning Muffin and her care.

*******“Just when you think you have seen it all, the unthinkable happens... While we were at Midland Animal Shelter a lady walked in the door carrying a tiny Chiweenie. The way she was carrying her you would think she was disgusted by the dog, like she had never seen the dog in her life and didn't even want to touch her... We originally thought she had been hit by a car the way that her back legs were just dangling there... We went over to check out the dog and see if her injuries were something we could help out with. We were surprised to find out the woman who brought her in was her owner and she was there to owner release her...
We asked her what was wrong with the dog and she said that she had been raped... Yes, you read that right... HER DOG WAS RAPED! She said she left the dog at a friends house when she went out of town and when she came to pick her up she was bleeding a lot from her vagina... She asked what happened and they told her she was raped. That's all she would tell us.
This poor baby is bleeding constantly out of her vulva and everything is extremely swollen and bruised. She is literally crying in pain and is in shock. She is also severely underweight! She needs immediate medical attention!!! Please help us help this sweet girl get on the road to recovery!!”******

Even though MASA admitted in their original post, that the woman had stated she was the owner of the dog, that the dog had been severely abused, and that the dog was showing obvious physical and vocal signs of horrid abuse, MASA failed to report this abuse to proper authorities or obtain any pertinent information from the owner, and let the woman walk out.
Instead of immediately reporting to authorities, MASA uploaded 2 videos of Muffin to Facebook, set up a GoFundMe account and began asking for donations for her vet care.
MASA’s GoFundMe page should have contained the name/address of the attending veterinarian.

Their GoFundMe Page for this particular situation has been closed, BUT the cached version of this page shows that they collected over $4,800.00 in donations for Muffin.
Only approximately $1,500.00 went to Muffin’s vet care. Bark and Rest stated that they did not use all the donation money given for Muffin, on Muffin. The remaining money (aside from what they spent for a medical bills and a grave marker/tombstone) should be given back to the contributors and not "go to help another dog" at the shelter. Those donations were intended for Muffin.

MASA stated on their Facebook page that they were just volunteers and all that mattered was that they had possession of the dog, and that was what was important. AT NO TIME DID MASA POST OR MAKE IT KNOWN THAT THEY HAD REPORTED THIS ABUSE TO AUTHORITIES. Several concerned citizens reported this case to local Midland PD and were told the police had no prior knowledge of this incident.
Later, MASA also posted:
“Midland Police Department requests that no new calls be made to them or to Animal Control regarding this matter. It is being handled through the appropriate channels!!!”.
Over the next few days, MASA's replies and attitude towards concerned consumers posting AND donating through this FB page was been unprofessional, defensive and not forthcoming. In addition, they were deleting posts and banning others from posting on their page.
Consumers and donors alike were asking for updates and veterinary confirmation of the "rape". MASA NEVER PROVIDED SUCH EVIDENCE..

A. Change your intake process.
Your intake process should involved obtaining ALL information from ANYONE who drops off an animal. If there is ANY sign of animal abuse or neglect AT THAT TIME, you need to immediately contact the state and Animal Control, and whoever else is part of your local authority leadership for this domain.
B. Provide information that you have made these changes to your intake policy. We would like to see something formal on your website stating your policy updates.
C. Change the way you present and update information regarding MASA's future postings.
Going forward, please post your information with thought to your audience and how your words will impact them. Less passion (involving POOR JUDGEMANT in posting dog was "raped" without vet records to support the claim) and more professionalism. Additionally, if you share an animal’s situation with your audience, you are also responsible for providing routine and detailed follow-up information. Many people took the time to donate and reach out to MASA about Muffin.
Slamming your audience, deleting their posts, and/or banning people from posting is inappropriate. Many were just asking questions.
D. A public Thank You is appropriate for those who gave time and money to this case.
E. Ensure the unused funds be returned to the donors.
These donations were for Muffin, and not for "going to help another dog." You should also post the vet records/grave marker receipt, showing where the money was applied.
D. Ensure that in the future, Bark and Rest not delete any related posts that may contain updates on an animal that the public has taken time to donate funds for.

As a result of MASA's negligence in immediately contacting authorities, or getting basic information from the owner (such as name, address, drivers license, license plate or contact number), there has been no way for authorities to properly investigate and possibly hold or charge the person(s) accountable for this abuse.
I am also appalled that you would allow a severely injured dog, that you suspect was either "hit by car" or "raped", drag itself around with her back legs dangling for a facebook video. It was clear Muffin was in dire need of immediate medical attention.
The director of MASA has been contacted and has had ample time to respond to us regarding this issue before we proceeded with this petition.
