Mandate Licensed Dog-Breeders - Create Jobs & Decrease Fighting Dogs

The Issue

Too many people breed dogs in the state of MD for all the wrong reasons. These dogs are being sold to be used as bait dogs and/or fighting dogs. Some "breeders" are inbreeding and selling disfigured/unhealthy puppies for for top dollar. These dogs either end-up dead, wondering the streets or spend their lives in metal cages until they are either adopted or euthanized.

Thousands of dogs are without homes because there are too many being bred and are being sold to the wrong individuals. We need to put a STOP to it! There should be a law on who breeds these animals. Only Licensed Breeders should have the authority to breed dogs. There should also be specifications on who purchases these dogs/puppies. An investigation on the Buyer and the buyer's living situation should be required to meet minimum satisfaction. The buyer must be purchasing the animal for means of wanting a pet to love; not to have as protection. They must be reliable, loving people who simply want a pet for themselves/families. Their home/yard must also be suitable for the dog's size and must live in a clean environment.

Breeders should be required to take a Maryland State Law Test and acquire a Licensed Breeder Identification Number. These breeders should be required to take Training Classes, which should include dog psychology, how to care for animals, how to breed properly, dangers of breeding, costs of breeding, picking adopters, and basic information about each breed of dog.

Series of tests should be done by the Licensed Breeder prior to selling puppies. They must have their puppies updated on shots. The puppies need not be sold until they have met the appropriate selling age. Some breeds require to be with their mothers longer than other breeds. The Licensed Breeder must put the puppies into a series of educational situations such as a getting a bath, being groomed, clipping nails, exploring the vacuum cleaner, playing in grass, meeting other species and playing with other animals. This will prevent puppies from anxiety thus preventing a dog from having future social-awkwardness.

Overall, this will not only prevent dogs from finding homes of those who only wish to torture animals, but will also Create Jobs. It was create jobs for (1) Licensed Breeders (2) Licensed Registration Associates (3) Licensed Home Investigators and (4) Dog Trainers.
