In November 2018, five emaciated dogs were removed from owner Roy Shelley in Bennettsville, South Carolina. Despite strong evidence that the dogs were deliberately and intentionally starved, no criminal charges were filed against him.

In December 2019, three dead dogs and five starved dogs-including three puppies, were found on his property again. The necropsy reports indicate that the dogs died from starvation and exposure. 

This evidence has been brought to the Marlboro County Sheriff. South Carolina Code of Laws Section 47-1-40 makes it a felony to inflict “excessive or repeated unnecessary pain or suffering upon an animal or by omission commission causes these acts to be done.”

Roy Shelley has tortured and starved 10 dogs and killed 3 dogs. He needs to be brought to justice.
