68th & Carr - Notes from 12/14 Neighborhood Meeting

Hello, neighbor,
A neighborhood meeting on the proposed Hillside Cottages development was held on Wednesday of last week. The development team has removed from the project two of the community's larger concerns: townhouses and an exit/entrance on Carr St. near 68th. Now included in the proposal are one-story, ranch-style duplexes at 68th & Carr (instead of townhouses) and two-story duplexes on the north side of the property (all the same size). They modified the duplexes to make each half look slightly different from the other, and are considering the possibility of different brick colors on each half to enhance the effect of differentiating the two halves.
About thirty neighbors attended the meeting and expressed concerns. Among them:
- Long-term viability of the HOA (The builder will draft a thorough HOA document and hire an HOA management company to enforce it)
- Parking issues around 69th & Brentwood (No solution reached at the meeting)
- The relatively steep pitch of the roofs (Designer's preference: better appearance and more marketable)
- Duplexes vs. detached houses (The builder is not considering detached)
- Connecting 68th east and west of Carr (No solution reached)
- Connecting 68th and 69th with a standard city street (Not possible in this project: additional width of standard street would require moving duplex buildings west onto hillside and east toward neighbors)
- The backs of the one-story duplexes facing 68th and neighbors to the north (A 6' privacy fence will be installed).
In general, the community sees the changes as steps in the right direction, but remains unsettled about the proposal.
The previous application for rezoning having been denied, the developer must go through the entire process again, including public hearings with Planning Commission and City Council.
