The Issue

 

Without a practical board exam to demonstrate a complete knowledge of skills, hygienic practices, and abilities, the risks to the public of under qualified cosmetologists is severe. While classroom knowledge is important, the requirement to prove one’s right to licensure give rest to public concern, especially in the area of hygiene. Also at risk is public safety concerns. For example, a mannequin doesn’t bleed, move, fidget, or provide a person’s response to repositioning or improper techniques designed for efficiency and safety.  PA House Bill 2225 will remove the required board licensure exam, requiring only the written examination as well as the designated classroom time. The short fact of the matter is that a practical board is necessary to ensure all licensed cosmetologists are qualified to be so.
