This petition is to bring forth in front of law makers the absolute need for mandatory background checks prior to an animal, a rescue,  being adopted by a single individual or family. The background check would allow rescue agencies to see a full picture from a federal standpoint as well as a local law standpoint, to see if the animal, a life, would be able to live safely in that said individual(s) care.  It would also allow for the agency to make a decision based upon these findings and give them the say whether or not an animal can be rescued by said individual(s). The agency can also make the decision based upon a thorough questionnaire in which a determination may take longer for review. Before these animals are released, there should be a much further look into the individual adopting. Since it is a federal offense to abuse an animal, this should be mandatory without question.
