Mandate Thorough Investigation of Potential Animal Cruelty in Backyards

The Issue

As animal lovers and civic citizens, we endure the heartbreak of witnessing potential animal cruelty in our own neighborhoods when we see numerous dogs chained in backyards. Despite following the procedure of reporting such incidents, we are often left disillusioned when nothing substantial comes out of our complaints. We've been told if these animals are provided with food and water then they can't do anything about it.

However, providing food and water alone is not a sufficient parameter to judge the wellbeing of these pets. Animal cruelty is an escalating issue across the United States. In fact, the ASPCA estimates that nearly 1.2 million dogs are abused or killed every year nationwide. Chaining dogs in backyards, often without adequate shelter or companionship, is a specific kind of abuse that is just as horrifying and heartbreaking.

We require our Law Enforcement and Animal Control agencies to thoroughly INVESTIGATE incidents involving multiple dogs chained in a single yard or other dwelling. They should ensure that these pets aren't just fed and hydrated, but they are also free from distress, abuse, and neglectful conditions. We also propose that our agencies involve animal welfare organizations that can provide them with expertise in such cases.
