Many electric multiple units (EMUs), which are classified as locomotives under the Federal Railroad Administration (FRA), do not have bells. This is despite the fact that 95% of railroads still maintain rules requiring locomotives to be equipped with bells, a tradition dating back to our nation's steam locomotive era.

Bells serve an important purpose in our railway system. They provide an audible warning signal that can prevent accidents and save lives. However, there is currently no federal law mandating their use on all locomotives, including EMUs.
