This issue is deeply personal to those of us living in Merced County, California, who are aware of the plight of adoptable animals. Current state and federal laws prohibit the euthanasia of adoptable animals, particularly dogs and cats. Unfortunately, such laws have not been effectively monitored or enforced, leading to needless loss of life.

We are calling on the County of Merced to fulfill its responsibility to the community and its defenseless animal population. Specifically, we demand two things: 1) an ironclad enforcement and monitoring of penal code 599 (d) which protects adoptable animals from euthanasia due to overcrowding and, 2) a significant expansion of existing animal shelters within the county.

Moreover, we request the implementation of an "inmate program" at the Sandy Mush Jail. This program would both provide animal care through volunteer inmates and equip them with skills useful for future employment in the animal-related job market. This win-win solution would not only benefit our Dogs and Cats, but also contribute positively to the rehabilitation of inmates.

The necessity and urgency of these changes cannot be overstated. According to the Humane Society, around 2.7 million adoptable dogs and cats are euthanized in the United States annually due to shelter overcrowding. It is crucial for our county to take a stand against this inhumane treatment, rather than contributing to these distressing statistics.
