Mandate Safety Training and Licensing Before Motorcycle Purchases
The Issue
The Petition Goal we are petitioning state and federal lawmakers, transportation authorities, and vehicle dealership associations to implement a mandatory requirement:
Individuals must possess a valid motorcycle learner's permit, endorsement, or proof of completed safety training before they can legally purchase a motorcycle. Every year, thousands of families are shattered by preventable motorcycle tragedies. Riding a motorcycle requires a completely different skill set, balance, and defensive driving awareness than operating a standard passenger car. Yet, under current laws in many regions, anyone with a standard driver's license—or even no license at all—can walk into a dealership or buy a high-powered motorcycle privately and ride it away with zero experience. This gaping loophole in our safety laws proves fatal far too often.
On July 20, 2026, my boyfriend and his friend were involved in a horrific, head-on collision with a car. My boyfriend tragically lost his life. He had only owned his motorcycle for a single month. He had hardly any experience riding it, and no formal safety training.This tragedy was entirely preventable. If our laws required buyers to prove they have undergone basic safety training or achieved proper licensing before taking possession of a deadly machine, he might still be here today. We regulate purchases of other potentially dangerous items, and we require licensing to operate a car, yet we allow completely untrained novices to purchase high-speed motorcycles with no oversight.Riding without training isn’t just a risk to the rider; it is a profound danger to passengers, other drivers, and pedestrians sharing the road.
What We Are Demanding:Point-of-Sale Verification: Legally require all licensed vehicle dealerships to verify that a buyer holds a valid motorcycle endorsement, intermediate license, or permit before completing a sale.Mandatory Safety Courses: Require a certified Motorcycle Safety Foundation (MSF) course or state-approved equivalent training as a prerequisite for purchasing a motorcycle.Private Sale Accountability: Implement strict penalties for private sellers who knowingly sell operational motorcycles to individuals without proper motorcycle licensing or permits.
