This heartbreaking reality not only impedes justice for victims and their families but also highlights a glaring flaw in our legal system.

In the aftermath of Rae's death, we learned there is currently no legal mandate for individuals who witness a homicide to report it to law enforcement. Why should witnessing a murder and not reporting it not carry any legal obligation? How many families need to suffer without justice before we change this?
