Mandate reporting of witnessed homicides

The Issue

On December 20, 2025, our son, Rae, was tragically killed due to senseless gun violence. Despite the devastating loss, what added to our anguish was discovering that multiple bystanders witnessed the horrific incident, yet none reported it to the authorities. This heartbreaking reality not only impedes justice for victims and their families but also highlights a glaring flaw in our legal system.

In the aftermath of Rae's death, we learned there is currently no legal mandate for individuals who witness a homicide to report it to law enforcement. Why should witnessing a murder and not reporting it not carry any legal obligation? How many families need to suffer without justice before we change this?

Consider how this impacts public protection and safety. If witnesses do not report homicides, perpetrators may evade justice, remaining free to harm more innocents. This gap in our legal system needs urgent addressing to prevent further tragedies and to support the sanctity of human life.

We propose creating a legal requirement similar to the one already in place in Florida, Ohio, Washington, Rhode Island, and Vermont. Witnesses of homicides should be legally mandated to report the crime to law enforcement immediately. This straightforward amendment could mobilize communities to be active participants in ensuring justice and deterrence of violent crime.

Real change begins with legislative action. This proposal requires support from caring individuals and responsible lawmakers who understand the moral imperative of protecting lives.
