Mandate Reporting and Tracking of Animals Hit by Vehicles

The Issue

As a dedicated cat owner and animal lover, I've experienced the anguish of losing a pet to a road incident without any way to know what happened, or even if they could be still out there, lost and hurt. Pets, just like people, deserve the dignity of being accounted for in accidents - they are, after all, members of our family. Thus, we propose a change in the law to stipulate reporting of animals, including cats, hit by vehicles.

In the UK, it is already law that drivers must stop and report to the police if they run over dogs, horses, cattle, pigs, goats, sheep, or donkeys, leaving cats conspicuously missing from the list (source: RSPCA). Let's extend that decency to all domesticated animals.

Additionally, while microchipping is a widely used method to help find lost pets, the current technology doesn't include a tracking feature. Enhanced microchips with GPS tracking would significantly increase the chances of reuniting lost pets with their worried families. Currently, 1 in 3 pets will become lost at some point during their life and without proper ID, 90% of them never return home (source: American Humane Association).

We need a focused and concentrated effort to revise these laws and technologies, championing a future where animals are safer and their owners suffer less heartbreak.
