My name is Sonja Floyd Keith, a former doctoral student at CTU and survivor of police racial discrimination,excessive use of force and false arrest. On July 17, 2020, during the justice for George Floyd rallies occuring nationally in major cities around the United States and particularly, Atlanta, Georgia. I was in Dothan, Alabama visiting family.

I experienced firsthand the harsh reality of police misconduct, police brutality, abuse, retaliation assault while in cuffs, illegal attempts at questioning without an attorney ( requested a lawyer) and malicious prosecution. This was not an isolated incident.  I was targeted based upon my race again on July 23rd, 2021 with a false complaint by a white girl working at Marcos Pizza ( I don't know this white girl and I've never met her in my life). She made a false call to Dothan Police Department alleging that I was this black female that was disorderly in the restaurant. The officers failed to review any videos in the store to confirm if it was me or some other local. I was not there nor was I disorderly at all.  I was approached by Dothan Police Department officers and told," get out with your id or I'll pull you out!". (Robert Jones and Z Marshall)These officers adjudicated me in the parking suites adjacent to the Lemon Lot on Westgate Parkway in Dothan and told this white girl to tell me that I couldn't go into Marco's or any surrounding Marco's to block me from any redress from other managers or employees or obtaining any evidence,or tell Marco's corporate about her racist motive. The Dothan Police Department officers still held me on no charges violating my constitutional rights to be free from illegal search and seizure of my person. They took me to jail on a false charge of interference with government operations. I never spoke, said anything or did anything about their operations. Again, this may have been retaliation because the white lieutenants who are Proud Boys hate one of my family members. This may have been their motive.   I never received any charge sheets or anything. I was found not guilty and all false charges and well as false tickets demonstrating this racial profiling we're dismissed.  I was found not guilty and there was " no probable cause" to form an arrest in a hearing which was adjudicated on May 25,2022. 

Going back and explaining,on November 19th, 2021, they racial profiled me and stopped my car minutes after leaving the Howard Johnson hotel and alleging that I had no lights on at dark. My vehicle is equipped with auto lights.  Again, false tickets to tie me to these hitchmen and town .Using this same racial profiling, retaliation and prior false tickets and false arrest,the municipal judge put her nosey but in my personal business and wanted to know why I didn't attend a court date for the first bogus ticket. Of which, I had another matter unrelated in Georgia. They pretended like they can exchange me to view their court proceedings on fake and phony charges to bilk money out of me.  Again, I'm not one of their locals and I live over 700 miles away from this racist town. The false tickets were used to attempt to impact my license but was rejected by Georgia. This occurred January 2022 and the Municipality forgoes  the procedure and failed to send anything to Montgomery.  Again, more illegal activity by the city of Dothan Municipality and hatred against my family.  All this racial profiling and illegal local government activity was rejected by Georgia and not on file in Montgomery. These are the lengths that this municipal court will go to hurt me and my family since living in that town. Rotten to the core!!!

Despite these repeated violations of my rights as a citizen by local law enforcement officers who are sworn to protect us all - no criminal charges have been filed against them and one of them has moved to another department. 

This petition seeks to require the Dothan Police Department (PD) and other law enforcement agencies to pursue criminal charges against any officer that violates citizens' rights. We demand transparency through the establishment of a citizen review board that will oversee all complaints and questionable arrests promptly.

Moreover we call for an independent task force separate from Internal Affairs Bureau (IAB) to investigate these issues thoroughly. This is crucial because it has been observed that internal investigations often fail to hold officers accountable due to inherent bias within departments.

We also urge an end to practices such as blackballing or targeting minority members like myself or black federal government researchers which perpetuates systemic racism within our society. ( It is well established that five months prior, I was tasked with development of a research study to reduce unethical situations in administrative officers by CTU on the federal level and I was on leave from school.)

Lastly ,we demand an end to internal citizen/family black lists which infringe upon our fundamental human rights. I'm demanding these officers Robert Chavis, Jauquan McCree and Mark Agrello and Robert Jones are placed on the Brady list and decertify their certification.
