Mandate life jackets to be worn by all passengers on motorboats in Texas
The Issue
On June 9, 2024, our family suffered an unimaginable loss. Chris Ruiz, a beloved member of our family, tragically lost his life in a boating accident. Had Chris been wearing a Coast Guard-approved life jacket, he might still be with us today. This heartbreak is not unique to our family; every year, countless lives are shattered by similar tragedies.
The waters surrounding Texas are enjoyed by many, but they also present inherent dangers. Statistics from the U.S. Coast Guard highlight that 84% of drowning victims in recreational boating accidents were not wearing a life jacket. These numbers are alarmingly consistent and emphasize the urgent need for legislative change.
Currently, Texas House Bill 2084 Sec. 31.066 mandates that motorboats operated for commercial purposes must carry one wearable personal flotation device for each person on board. Yet, having these devices "readily accessible" is not enough. It is imperative that we take proactive measures to ensure the safety of all passengers.
By amending this law to require all passengers aboard a motorboat, while in motion, to wear a Coast Guard-approved life jacket, we can significantly reduce the number of preventable deaths in boating incidents. This change would align Texas with other states that have already adopted similar life-saving regulations, demonstrating a commitment to prioritizing public safety.
The Chris Ruiz Foundation calls upon Texas lawmakers to recognize the imminent risk and act accordingly. Implementing a life jacket mandate would not only honor Chris's memory but also protect countless others from facing the same tragic fate. We need your support to push this critical issue forward.
Please join us in urging the Texas Legislature to pass an amendment to House Bill 2084, Sec. 31.066, making it mandatory for all passengers to wear life jackets while boats are in motion. Together, we can champion a safer standard and save lives.
