As a physician, I am seeing more injuries from pedestrians being struck by bikers disregarding rules of the road.  Thousands of reported injuries, and countless unreported ones have occurred in the past decade, some resulting in death.  I have been a victim of a hit and run cyclist, and just had a patient die after being run down by a reckless scooter driver.

NYC 311 app, and texting 311-692 are convenient ways for citizens to report bike and scooter incidents, however a form of identification, such as a license plate, is needed.
