Mandate Congestion Pricing in All Major Cities!

Mandate Congestion Pricing in All Major Cities!
The Issue
I just found out that the governor of New York canceled congestion pricing in New York City, which would have better funded the world-class public transportation to make it even more of a world-class network.
What is congestion pricing, you may ask? Congestion pricing puts a tax on motor vehicles traveling into a major city, dissuading people from driving and reducing traffic congestion.
This policy should be implemented in every major city, not just New York City. By doing so, we can significantly improve public transportation systems nationwide and reduce urban traffic problems. Gridlock is a serious problem in Los Angeles despite the fact the city has access to reliable public transportation including Metrolink commuter rail established in 1991 (the year of Beauty And The Beast). It helped a great deal with traffic congestion in Los Angeles, but it's not quite enough, because there is still gridlock. Likewise, when Denver's RTD commuter rail network began service in 2016, it significantly reduced traffic congestion in Denver, however, as with Metrolink in Los Angeles, it's not quite enough, hence, more options and services are critical.
In a separate petition, I am pushing for better funding of public transportation by defunding highways and shifting those funds to fund public transportation. There are some highways in America not funded by taxpayers; rather, they are funded by tolls.
