The Issue

Every child deserves to feel safe, respected, and protected—especially those who cannot speak for themselves.

We are calling on the UK Government and the Department for Education to make CCTV monitoring mandatory in all Special Educational Needs (SEN) classrooms across the country.

This is a matter of urgency. Vulnerable children, particularly nonverbal autistic children, are at increased risk of abuse—not just from peers, but from those entrusted with their care. The very people meant to protect and educate our children are sometimes the ones who hurt them, and without the ability to communicate, these children are left voiceless and invisible.

We must do better. We need CCTV in every SEN classroom. Not tomorrow. Now.

Ciara’s Story: My Daughter, Hurt and Silenced

My name is Josh, and I’m the proud father of a beautiful 8-year-old girl named Ciara.

Ciara is a bright, beautiful, nonverbal autistic girl whose joyful nature and love of sensory play light up every room she’s in. But behind her smile is a heartbreaking truth—she was failed by a system meant to protect her. While attending an SEN (Special Educational Needs) school, Ciara was subjected to abuse by a staff member who took advantage of her vulnerability and inability to speak up for herself. As a nonverbal child, she couldn't tell her mum or dad what was happening, but the signs were there: changes in behavior, fear, and confusion that no child should ever experience. Determined to get answers, we dug deeper and was devastated to discover the truth.

This staff member is STILL in the UK school system.

What makes this even more gut-wrenching is the realization that this isn’t an isolated case. There are countless nonverbal and autistic children like Ciara who suffer in silence, unable to defend themselves or even describe what’s happening to them. Ciara’s story is now the driving force behind the “Protect Our SEN Kids” campaign—a mission to make CCTV mandatory in every SEN classroom to hold adults accountable and keep vulnerable children safe. Her voice may be quiet, but ours certainly isn't.

Over the last few years, there have been numerous reports of abuse in SEN settings—from physical assaults to emotional cruelty, neglect, and more:

Lancashire, 2022: A teaching assistant was caught on camera dragging and manhandling a nonverbal child. The footage only surfaced because a concerned parent had placed a recording device in their child’s bag.

Hertfordshire, 2023: A whistleblower revealed widespread mistreatment in an SEN unit, including children being locked in sensory rooms for hours. No cameras. No evidence. No consequences.

Kent, 2021: A 6-year-old boy with autism was found with unexplained bruises over multiple weeks. It wasn’t until a staff member secretly reported it that the truth began to surface. Again, no cameras were present.

These are just some of the cases that made it to public attention. Many more go unreported. In environments where children can’t speak up, CCTV is not just a deterrent —  it’s their voice.

Why CCTV Is Essential

1. Protecting Vulnerable Children: Nonverbal and cognitively impaired students are the least able to report abuse. CCTV ensures their safety by creating an indisputable record of what happens behind closed doors.

2. Accountability and Transparency: SEN staff have incredibly challenging roles, and most are kind, dedicated professionals. CCTV protects both students and staff by providing clear evidence in any dispute.

3. Restoring Parental Trust: When your child cannot tell you what happened at school, you rely entirely on the word of the system. With CCTV, there’s no ambiguity—just truth.

4. Encouraging Better Practices: Knowing there’s oversight leads to better behavior, more training, and stronger safeguarding practices overall.

Our Demands

We are calling for:

  • Mandatory installation of CCTV in all SEN classrooms, sensory rooms, and one-on-one therapy spaces.
  • Secure data protection protocols to ensure recordings are only accessed when safeguarding concerns are raised.
  • Clear procedures for reviewing footage when abuse or neglect is suspected.
  • Funding and support to help schools implement these systems within 12 months.

This Is Not About Blame. It’s About Protection.

We don’t want a witch hunt. We want a system of protection that finally gives our children the dignity and safety they deserve.

This is about every parent who has felt the gut-wrenching fear of not knowing what happens when they leave their child at school. It’s about children like Ciara, who are brave and beautiful but silenced by a world that doesn’t listen unless it’s forced to.

Let’s be the voice for our children. Let’s protect the most vulnerable.
