Federal employees, like many others, should not have to worry about their financial well-being due to political gridlock. Every fiscal year, the government faces the possibility of a shutdown—a scenario that affects millions of federal workers as well as crucial national programs. Without a clean budget in place, federal employees grapple with the fear of furloughs and missed paychecks. This leads to not only personal financial instability but also affects overall economic growth and confidence.

To remedy this ongoing issue, we propose a simple yet effective solution: require members of Congress, as their first order of business on their first day of a new session, to pass a clean budget for the upcoming fiscal year. This proposed budget should be appropriated solely to cover the country’s primary financial obligations without any additional riders or unrelated policy measures. By ensuring that basic financial obligations are met and government institutions are consistently funded, Congress places its first priority on maintaining the stability and reliability of federal operations.
