Malta Planning Authority have approved permit PA/08051/18 however this goes against the following policies:

  1. Proposal contrary to Area policies for Gharghur: The proposal involves the taking up of rural space on the outskirts of the locality of Gharghur which is described in the Local Plan as a locality surrounded by abundant green areas.
  2. Site Outside Development Zone: The site where the building is to be located is outside the development zone as shown in Map GRM1 dealing with Area Policies. The same can be said of Map GRM4 which designates Environment Constraints.
  3. Proposal is contrary to the Strategic Plan for Environment and Development (SPED): The site in question constitutes arable land which is still in use. It is designated as an Agricultural Area to which policy CG24 applies.
  4. Breach of Local Plan Policies: The permit infringes policies CG22, CG24 and CG25 of the Central Malta Local Plan which state that such site is an agricultural area. Also a substantial part of the development will fall within Sites of Scientific Importance (SSIs) as indicated in Map GRM4
  5. Proposal is contrary to Policy P6 (Transition Design) of the Development Control Design Policy Guidance and Standards 2015: The proposed development will be located at the end of a narrow alley (Charlotte Alley) along the edge of the existing UCA of Gharghur. Any new walls should be set back at least 3 metres from the last house at the end of the Charlotte Alley. The face of the UCA will be destroyed by this development.
  6. Proposal is contrary to Policies P13, P15 and P16 of the Development Control Design Policy Guidance and Standards 2015: The garage at the property should never have been allowed since it is at the end of a very long and narrow alley. In fact, as soon as cars enter the alley, the drives may only exit by reversing all the way out as there is no alternative exit. The width of the alley does not allow for both pedestrian use and vehicular use and such vehicular use will create a serious obstacle to wheelchair users, people with pushchairs and other similar objects. Having a site not readily accessible to fire tenders goes against such policies.

In the light of the above we are requesting that Malta Planning Authority withdraws this issued permit.
