The issue

On the 24th of September 2025, a young casey teen Levi Syer tragically lost his life to Meningococcal B, he stared to feel the symptoms of the disease on a job site working with his uncle as a removilast, then it was only a matter of hours until the disease kicked in

Months prior to this tragedy, Levi had an immunisation for Meningococcal ACWY which was required for all year 10s in victoria to take, which Levi had taken under school provision.

Due to the immunisation only having 4 strains of the disease and not all strands, the one levi suffered was the only strand not covered within the vaccine, but it is also the deadliest strand.

Currently, the Meningococcal B vaccine costs upwards of 100 dollars per person for victorians whilst other states such as South Australia, Queensland, and Northern Territory all have free access to the immunisation alongside all the other strains.

Levi was a cherished son to Norliah, Brad and Paul, a loving sibling to Zac, Tori, Jade and Zack; a proud uncle to Elliot, precious grandson to Eileen and Ken, beloved nephew to Russell, Lee, Janet, Michelle, Shane, Melinda, Matthew, Carol, David, Troy and Nadine, cousin to Loren, Callan, Liam, Nicholas, Nathan, Amy, Caitlin, Scarlett, Lachlan, Chelsea and Jack and treasured friend to so many.

A student at St Francis Xavier College (Beaconsfield), Levi loved basketball, video games, and time with his mates and family. He was on the cusp of so many milestones - excited to get his braces off, just starting to learn to drive - when his life was tragically cut short.

He lit up every room with his smile, kindness, and gentle humour, and he leaves a circle of friends and family who adored him. To his mother Norliah, and brother Zac, he was not only a son but also a best friend - their source of strength, joy, and motivation.

We would like to get the government to change their minds and implement the Meningococcal B strain free for all citizens just like the current ACWY immunisation

Dear supporter, Thank you for signing the petition calling for better protection against meningococcal B in Victoria. I have listened to your call and am proud to update you that an elected Victorian Liberals and Nationals will fund the meningococcal B vaccine for Victorian babies and teenagers. This means families would no longer have to pay around $300 for the vaccine. Meningococcal B is a serious bacterial infection that can lead to lifelong disability, brain damage or death. Vaccination is the most effective way to protect children and teenagers from this disease. At the moment, the national vaccination program only covers strains A, C, W and Y, not strain B. Many parents believe their children are already covered even though they are not. This policy commitment follows the advocacy of Norliah Syer who reached out to me with her tragic story of Levi, her 16-year-old son who tragically died in September after contracting meningococcal B. Her determination has brought thousands of families together, including you, to call for change and better protection. If elected, a Jess Wilson Liberal and Nationals Government has committed to: • Providing a free meningococcal B vaccine for all infants aged 6 weeks to 12 months and for students in Year 10. • Establishing a catch-up program for children aged 12 months to two years and for young people aged 15 to 19. South Australia, Queensland and the Northern Territory already fund this vaccine, Tasmania starts next year. Families and medical experts have been calling for Victoria to do the same for years. This announcement shows that community advocacy works and that your support is helping drive progress. When I spoke to Jess Wilson, Leader of the Opposition, she said: “Every parent deserves confidence their child is protected from this deadly disease. Funding this vaccine is a simple and responsible step that will save lives and ease cost of living pressures for families.” Long time advocate for this change Shadow Minister for Health, Georgie Crozier, said: “Other states are already doing it. We will act where the current government has failed, because Victorian children should not be left behind.” Our fight is not over, in the next 12 months more young people could die unless the Allan Labor Government support this policy, and across the nation we must work to see this vital lifesaving vaccine available to everyone. Thank you for your support and thank you to the bravery of Norliah who has shown the courage to fight for what is right. Nothing will bring Levi back, but change will mean no family will have to suffer this tragic loss again. Brad Battin MP State Liberal for Berwick
