Make the Crossing Outside Walter Tull House Safe N17 9GQ
The Issue
We the undersigned petition Haringey Council to urgently review and improve the pedestrian crossing at the junction of Monument Way and Park View Road, outside Walter Tull House in Tottenham Hale (N17 9GQ), and to provide a safe, clearly visible and appropriately controlled crossing for pedestrians travelling towards Tottenham Hale station and the surrounding area.
The current crossing arrangement presents a significant safety concern for pedestrians.
At this location, pedestrians crossing between the area outside Walter Tull House / Down Lane Park and the route towards Tottenham Hale station have to negotiate traffic movements from Monument Way and Park View Road.
The problem is particularly concerning because the crossing is not straightforward or consistently controlled across the road.
For one section of the crossing, pedestrians are effectively required to judge for themselves whether it is safe to cross. Vehicles travelling from Monument Way towards Chestnut Road and turning into Park View Road approach along a curve, meaning that pedestrians may have limited visibility of approaching vehicles and drivers may have limited visibility of pedestrians.
The situation is particularly difficult when crossing back in the opposite direction. Pedestrians have to look around and behind trees and other obstructions to establish whether vehicles are approaching. The pedestrian signal for the controlled section is also positioned considerably back from the edge of the road rather than where pedestrians would naturally expect to find it, and its visibility is affected by surrounding trees.
This creates a crossing that requires pedestrians to make repeated visual judgements about moving traffic rather than providing a clear, intuitive and consistently protected crossing point.
This is particularly concerning given the location. Walter Tull House is a substantial new residential development, and the surrounding area is used by residents, families, children, older people, people with mobility difficulties, pedestrians travelling to and from Tottenham Hale station, and people accessing Down Lane Park and local services.
We are not asking the Council to wait for a serious collision before acting.
We are asking Haringey Council to:
Carry out an urgent road-safety and pedestrian-crossing assessment of the junction of Monument Way and Park View Road outside Walter Tull House.
Assess the visibility and positioning of the existing pedestrian signals, including whether the current position and surrounding vegetation make the signal difficult for pedestrians to see.
Assess the uncontrolled section of the crossing, particularly the movement of vehicles turning from Monument Way into Park View Road and the visibility issues created by the curve.
Consider providing a fully controlled pedestrian crossing across all relevant arms of the junction, or another appropriate crossing design recommended by qualified highway and road-safety professionals.
Improve sightlines for both pedestrians and drivers, including reviewing whether trees, street furniture or other features obstruct visibility.
Assess pedestrian crossing times and signal phasing to ensure that pedestrians have sufficient time and a clear indication of when it is safe to cross.
Carry out traffic and pedestrian monitoring at the location, including consideration of vehicle speeds, turning movements, pedestrian numbers and near-miss incidents.
Engage with local residents and users of the route, including residents of Walter Tull House, to understand the problems experienced at this crossing.
The aim is simple: people should be able to walk to and from Tottenham Hale station and the surrounding area without having to gamble on whether approaching or turning traffic has seen them.
We ask Haringey Council to investigate this location urgently and take appropriate action before a serious collision occurs.
