The Issue

What is True No Kill?

True No Kill would be to end the killing of all non-irremediably suffering animals. Irremediable suffering means an animal who has a poor or grave prognosis for being able to live without severe, unremitting physical pain even with prompt, necessary, and comprehensive veterinary care. The operating policy of True No Kill would be to restrict euthanasia to only those cases in which an animal in the care of the facility is found to be in the process of dying as determined by a licensed Veterinarian or to suffer from a behavioral irremediable prognosis as determined by a Board Certified Veterinary Behaviorist licensed in the state of Washington, an applied behavior specialist, or certified behaviorist that follows only the True No Kill model. 

As Dr. O'Keeffe is not a Diplomate with the American College of Veterinary Behaviorists, she would not be able to be considered a board-certified veterinary behaviorist, veterinary behavior specialist, or veterinary behaviorist to describe her credentials. 

2023 has been a year or HORROR for the animals at SCRAPS and the community. Up to December 2nd, 2023 there were 88 dogs euthanized at SCRAPS. 17 of those were deemed dangerous by law. 28 were specifically slated as "Irremedable Prognosis" which has been the "go to" for any dog they have killed for Behavioral Reasons. It's important to note that they only started utilized this Euthanasia Reason as of Sept. 20, 2023, when they killed 14 dogs at once.

To kill that many dogs for a behavioral irremediable prognosis is STATISTICALLY IMPOSSIBLE.

Let's make SCRAPS True No Kill ! 

While shelter leadership drives the No Kill initiative, it is the community that extends the safety net of care. Unlike traditional shelters — which view members of the public as adversaries and refuse to partner with them as rescuers or volunteers — a True No Kill shelter embraces the people in its community, no matter their difference in opinion. They are the key to success: they volunteer, foster, socialize animals, staff offsite adoption venues, and open their hearts, homes and wallets to the animals in need. The public is at the center of every successful True No Kill shelter in the nation. By working with people, implementing lifesaving programs, and treating each life as precious, a shelter can transform itself. 

In order to implement these changes and Commit to True No Kill, you must terminate the inexperienced and incapable management and staff to replace them with well-qualified, deeply experienced, and driven management and staff. Implementation of critical Community Programs and Services is a mandatory for success and should immediately be implemented.

As ASV Guidelines state, "Authority and responsibility for tasks and decision-making must be given only to those who have the appropriate knowledge, training, and when applicable, credentials." 

It's time we make these changes and commit to TRUE NO KILL!
