With the passage of Michigan’s Secure Storage Law(Public Act 17 of 2023/MCL 28.429), our state took a vital step toward protecting children and reducing accidental firearm injuries and suicides. PA 17 of 2023 requires gun owners to keep unattended firearms unloaded and secured in a locked box or container whenever a minor is or is likely to be present. 

While this law establishes an important standard for public safety, financial barriers should never stand between a family and household safety. Quality handgun safes and heavy-duty biometric lock boxes can cost anywhere from $100 to over $500; an expense that can be out of reach for many Michigan families trying to comply with the law.

Although Michigan temporarily waived state sales tax on firearm safety equipment, a 6% tax exemption only saves a buyer a few dollars on a multi-hundred-dollar safe. We must go further. 

We urge the Michigan Legislature to introduce and pass legislation creating a 100%(1 for 1) refundable state income tax credit for the purchase of certified handgun safes, lock boxes, and secure storage devices. 

Under this proposal:

1. Full Reimbursement: Michigan residents who purchase an eligible handgun safe or locking storage unit will receive a dollar-for-dollar credit against their state income tax, up to a defined cap per household(e.g., $300-$500). 
2. Zero Financial Barrier to Compliance: By offsetting the total purchase cost, we ensure every gun owner-regardless of income-can afford high-quality, rapid entry secure storage. 
3. Proactive Public Safety: Storing firearms securely reduces youth access, prevents gun theft during home burglaries, and helps prevent tragic self-harm incidents. 

A 100% tax credit respects Second Amendment rights while actively empowering gun owners to fulfill their duty under PA 17 of 2023.
