Another refusal to repair and paint the elevations from Hart District council

The application was submitted on the 17th of December, Hart District Council has sat on it during this time. No additional information were asked all this time . The decision was due on the 17th of March and is given today . Please look at the reason for refusal on hart.gov.uk 

all the money used by hart district in consultations, writing reports could have been used in better causes , meanwhile i can either resubmit an application or let the building rot.
