Make it a legal requirement to stop and help if you hit a cat with your vehicle.

The Issue

It is not a legal requirement for people to stop and help if they hit a cat with their vehicle. I want to change it so if you knowingly hit a cat you have a legal obligation and duty of care to stop and help in anyway possible whether it be take the cat to a vet so their microchip can be scanned or check their collar for any contact details.
Anything is better than nothing and when cats can mean so much to families and people I feel very strongly that stopping should be a legal requirement.
It has already been made illegal if you hit a dog and drive off, why should it been any different for a cat?
Please help me make this change.
