Thank you so much for signing and supporting this petition. As you can see that we have been running this petition for more than two years now and the Government both at the center and state have taken no concrete measures to help the stray dogs and the caregivers. In fact cases of dog cruelty and caregiver harassment have only increased in India.
One of our supporter Deborah Palmer from United Kingdom had once suggested that we are more than 13000 signatories so if we all can send emails to the people who matter and who can actually bring changes in the system, only then it’s quite likely that changes may start happening and our voices heard by the authorities. So keeping this in mind, I have drafted several letters. I shall be sharing the letters addressed to each minister in successive posts. In this post I am sharing the letter addressed to the Minister of Home Affairs of India. Kindly copy the content of the letter and paste it on your email and then send it. You are free to make any addition or deletion in the letter as per your convenience.

Subject: Measures to be taken to stop dog cruelty and caregiver harassment in India
Respected Sir,
Greetings!
It saddens me to see the plight of stray dogs in India and the negative and hostile mindset of common man of India towards dogs (stray and pets) and the dog feeders / caregivers. Almost daily there are cases of dog cruelty: dogs being killed, relocated, poisoned, run over and hit deliberately by vehicles and the list goes on. The RWA (Resident welfare Association) are blatantly flouting the Dog rules 2001 and relocating the dogs either themselves or with the help of the guards. They are torturing and harassing the caregivers / dog feeders. Many caregivers have been physically assaulted.
The prevention of cruelty to animals act 1960 has laid down punishments for people indulging in any kind of cruelty towards animals but these laws are not being implemented. Most of the time the police in India show reluctance in helping the dog and the caregiver. Sometimes it is due to ignorance of law (relevant sections) and sometimes it is due to their own prejudices against dogs.
Sir, may I request you to take appropriate measures to bring law and order in the area of animal welfare in India. Some of the immediate measures which you may take are given below:
1 Workshops and trainings in animal laws under Prevention of Cruelty to Animals Act and Dog rules 2001 (ABC Program) for police personnel, the IPS (Indian police service) recruits and those who are currently serving the nation should be made mandatory in every state of India. Help of eminent Indian Lawyers in the domain of animal welfare may be taken to create a good training program. Currently there are no such training programs and workshops for police personnel in India.
2 Sending circulars to every police commissioner in all the states of India instructing them to take action against any kind of animal cruelty and caregiver harassment which happens within their jurisdiction.
3 Give training to all the police personnel about dog behaviour and how to befriend them. The negative mindset which majority of the people of India have towards dogs needs to be busted.
India has taught the world peace, tolerance and healthy coexistence between man and animal. It really hurts to see so much human cruelty towards the man’s best friend.
Sir, kindly take appropriate measures and end this mayhem.
