The plight of stray dogs and the rising conflict between man-man and man-dog is primarily the work of the municipal corporations. This is the  work of the corrupt, dishonest and apathetic employees of the corporation especially those who have been entrusted with the task of implementing the ABC (animal birth control) program. 

Dog rules 2001 talks about sterilization as the only ethical and legal way to control stray dog population in India. But unfortunately it is not being implemented in many parts of India. And few places where it is being implemented it is being done in the most sinister fashion. One such place is Khargone in Madhya Pradesh where the dogs are being caught in the most cruel manner by the municipal corporation employees and are then being relocated illegally. When the health officer of Khargone municipal corporation was contacted he blatantly lied and said that the sterilization center is in operation and the dogs are being sterilized. 

An animal welfare NGO Kartavya who has been working for the dogs in the area have exposed the corrupt official and his lies.

They visited the sterilization center and found the center empty. There was not a single dog. The operation theater was empty. Not a single soul was present at the center. It looked as if the center has not been in operation for months. Kindly go on the link below to witness the lies of the health officer who gets paid for his duty. DUTY which he performs only on paper.......Rather the officer is responsible for illegal relocation of dogs and fake sterilization.
