This incident has taken place in Mumbai the financial capital of India. The caregiver feels absolutely helpless seeing how the dogs are being treated in her city. She has very rightly held the Mumbai Municipal Corporation responsible for all this. The ABC program, the dog rules and animal laws are greek and Latin to the common man living in Mumbai. The dogs are multiplying and the common man is busy killing them and relocating them. A mother dog is beaten with a rod and her new born babies just few days old who cannot even walk are being drenched in water. The residents are throwing basket full of water on these puppies. To watch the cruel heart and sick mind set of these people and the ordeal of the dog and her puppies kindly go on the link below:

How long will this continue? Do the people working in municipal corporations lack common sense? Why aren't they creating awareness about the ABC program? And why are they not roping in the caregivers? Without people's participation the ABC program can never get successful. The random and complaint centric approach which the corporations are following pan India for implementing the ABC program has to be replaced by systematic and collaborative approach. One which has empathy towards the man's best friend.

This incident seems to have taken place in West Bengal where it seems that the dogs are being relocated. Just watch how ruthlessly dogs are being picked up from their place:
