

Two workers of the municipal corporation of Khategaon Dawas in Madhya Pradesh tied a dog with a rope and beat him to death (Pic in the post). The workers were cleaners and not dog catchers. Apparently this is how cleanliness drive is being carried out in most parts of India. Recently Indore a city in Madhya Presh was praised by our honorable Prime Minister for its cleanliness. It has been pronounced as the number one city in cleanliness. Well it seems Dewas municipal corporation didn't want to lag behind and so this is how they initiated the cleanliness drive in their area. By killing dogs and removing them as if they are a piece of filth who spoil the beauty of the area. Shameful, disgusting and barbaric. On being questioned for this action the CMO has very conveniently suspended the workers. This was done after an an animal right activist filed an FIR against the workers.

Are the workers who killed the dog the real culprits? Were they not just following the orders of their superiors? Why do these poor wage workers become scapegoats? What about the officers and administrators whose prime duty is to see that laws are being implemented in their area with full sincerety?
Dog rules 2001 clearly says that stray dogs can only be sterilized and vaccinated and that they cannot be relocated. It is the duty of the municipal corporations with the help of the NGOs to get the dogs sterilized and vaccinated.
But are Dog rules 2001 being followed by our municipal corporations?
Prevention of cruelty to animals act 1960 clearly says that any form of cruelty towards animals is a punishable offense. Killing a dog is a cognizabke offence. The police is free to arrest the culprit without a warrant. But just how many policemen know about it?
Another question which comes to the mind is that why are our commissioners, mayors and councillors not following dog rules 2001 and the animal laws under prevention of cruelty to animals act 1960????
One of the prime reason which comes to the mind is lack of knowledge both about dog rules and animal laws. And the sad part is that only after such a barbaric incident takes place that the administration wakes up and is apprised of the laws.
The IAS ( Indian Adminstrative Services) applicants once selected go through a training period. In the training they are taught several subjects which may help them in good governance later but are they taught about animal laws (prevention of cruelty to animals act 1960) and dog rules 2001?
Once the training is complete these officers are assigned designations and posting to serve the nation. Wouldn't be surprised if the administrators of Dewas municipal corporation didn't know anything about dog rules 2001.
Similarly the police of India too must be getting training on legal matters every now and then but do they get any kind of training on animal laws? The answer is most probably no because if they were getting training in this area then the policeman in Jammu would not have murdered a dog in broad daylight. And very often police side with the dog haters and refuse to give any kind of protection to the caregiver and the dog. It's not because of his malefic intention rather it is often due to his lack of knowledge about animal laws and the various sections under which he needs to book the culprit.
In schools and colleges prevention of cruelty to animals act 1960 has never been taught. Hence the masses of India including the most bright and educated know nothing about these laws. Well in recent years if it has been added in school and college curriculum then I am not aware of it.
The minute a dog bites someone people declare the dog rabid and kill him by beating him with sticks and rods or poison him to death. This is a common practice in India and has been happening from time immemorial. The sad part is people are still living in dark ages and killing dogs due to ignorance about rabies.
Just see how a man is finding sadistic pleasure in torturing a dog.

If the govt employees of municipal corporations who are the legal custodians of stray dogs if they indulge in dog cruelty then what can be expected from the common man of India......
