

In recent years the RWAs of residential colonies have become the main culprits in creating man-dog and man-man conflict. Either out of ignorance or out of personal hatred for dogs the RWAs have done everything possible to make the life of stray dogs and their caregivers a hell.
A female dog was found dead in a public park. According to the reporter the dog had given birth to babies 15 days back. Her dead body with external injuries were found yestertday and her babies too were missing from the park. For details kindly go on the link below:

Recently the Delhi Govt has entrusted many RWAs for upkeep of parks in their area. And this is how many of them are maintaining the parks. They are removing dogs as if they are some kind of dirt and filth. In the name of cleanliness they are indulging in animal cruelty. The problem is they are now considering it as their personal property. They get the dogs killed, removed and relocated from the parks. They are putting gates on entrances and putting all kinds of rubbish boards which spit venom against dogs and their caregivers.
Apparently the Delhi Govt is decentralising power. Well there is no harm in decentralisation but it's very important to know who is getting the power.
Are the people getting the power worthy of it? Will the power be misused or will it be used judiciously and ethically? The govt should have thought well before giving these people the power.
The public parks in many residential areas which were once upon a time run by the municipal corporation have now been handed over to the RWAs. The municipal corporation and their employees used to never harm dogs.
But this new breed of owners are playing havoc on dogs.
Ever since they have got the possession the RWAs in most of the areas have put gates at the entrances. This has been done primarily to stop the stray dogs from entering the parks. What these foolish and ignorant people don't know is that dog is a territorial animal and if a dog resides in and around a park then it is his home. Getting him removed is harming the dog and making him vulnerable to bite. Not just that many of them have even come out with all kinds of boards like 'do not get dogs for walk" "do not feed the dogs" etc.
These RWA people know nothing about dog behaviour or dog rules and yet they bully the caregivers and harm the dogs.

This time they have used public money in putting gates in all the entrances leading to a public park. Don't know from where the money has come to them. Whether from the municipality or the colony residents but the money has been thrown into the drain.
They have put two gates. One huge one and one small one (pic in the post). The small gates have springs attached to it.. So the doors automatically close once open.
To open the these gates one needs to push them and then it closes automatically due to the spring.
There are around 10 to 15 dogs or may be more who stay in and around this park. This is a huge park having five gates and in all the gates the RWA has put double gates.
Obviously if anyone will ask them why these gates their answer will be that they have installed gates for security reasons.
Now how will these gates stop thiefs from coming into the park? If there is anyone who has been barred from entering the park it is the dogs. The dogs often use parks during extreme summer and extreme winter. They dig hole in the mud and sit inside it. This keeps them.warm during winters and cool during summers. Also female dogs often find parks best place to deliver their babies as we have seen in the case above.
After the gates with springs were installed the dogs of the area looked quite irritated because they were not able to enter the parks. They were constantly barking at passer-by.
Anyhow the good news is that the caregiver of the area Mahender Singh (M- 8130286396) who has himself suffered a lot for being a caregiver has opened the small gates and tied them with grills. The dogs are now easily going inside and coming out. Few of the good hearted residents too are opening the gates for the dogs to enter or exit the park without any difficulty. But the million dollar question what is the RWA upto?
What's the point of such decentralisation. This kind of decentralisation is only leading to chaos, conflict and wastage of money. The Delhi Govt should take back all the public parks and hand over its maintenance back to the Municipal Corporation.
This was one thing that the municipal corporation was doing well. The MCD Gardner's and engineers never harmed dogs residing in the parks.
