Nidhi Walia is a caregiver who has kept 15 dogs in her house. She takes care of them but unfortunately her neighbour does not approve of that so they have been mentally and physically torturing her. They want her to abandon her dogs. Nidhi wanted to lodge a complaint against them but the police as usual is not taking her complaint. According to her the police is not taking her complaint because the deputy mayor happens to be a good friend of her neighbour. According to Nidhi she has broken no law. Law permits to take care of stray dogs but during the lockdown her neighbour has broken law because he has been running his restaurant which was not permissible during lock down. But in India if one has connections with politicians then anything is possible. So one can well imagine what liberty the politicians must be taking. No wonder law mostly remains in books.

Dogs are having a tough time in this country. They are being poisoned, drowned in water, run over by vehicles, starved to death, thrown acid and urine and the cruelty list goes on.....

But the million dollar question is are other street animals safe in this country especially in cities and towns of India? 

We have seen recently how the municipal corporations have treated dogs in various states of India. In spite of being their legal custodian they are their worst enemies. Something similar has been witnessed in Udaipur, a city in Rajasthan where a corporation driver ran over a baby calf in broad day light. Both the deputy mayor and the driver are the representatives of their respective municipal corporations and we have seen how cold, cruel and indifferent they are towards animals. 

Is it time for the centre to replace municipal corporations with an apex body for animals which can treat animals with love and compassion. Where the employees of the body are humane and have full knowledge about animal laws. Where the policy makers for animals are not mayors,  councillors and bureaucrats but are people who have worked with animals and are fully aware about the repurcursion their decisions will have on the animals and the society they live in.

Municipal corporations cannot run the way they are running. If they still continue the way they are then India will soon be devoid of all street animals.

Either REFORM them or REPLACE them.
