The caregivers are finding it very difficult to feed the stray animals in their respective states as many states have stopped issuing feeder passes to the caregivers. 

Delhi govt is one of them.which has stopped issuing e passes. One can understand the reason for stopping the issuing of passes especially if it is open to the public. People just apply for passes even if they don't require them. But not issuing passes and leaving the animals to die of starvation is not a solution.

 Had the public been so responsible and ethical then the world would have been such a beautiful place to live in

 Social distancing is a must for fighting COVID 19 but people are not taking it very seriously. Lockdown means not coming out of their homes unnecessarily but still people are coming out of their homes. It's really sad that many Indians are needing police and the administration to put them inside their homes.

But in all this the loss is of the stray animals and genuine caregivers who couldn't get movement oases for feeding the animals living far away. 

In Indore city of Madhya Pradesh the DM has cancelled the feeder passes. Now that is not at all humane or wise. He has said that categivers may give the areas where thry can't go and the administration will feed the animals. Now how feasible it is and how sincerely they will be feeding the animals only time will tell.

Here are some of the  areas where the dogs residing need food urgently. And that is true all over India. If not fed they will die of hunger and thirst. 

1 The industrial areas where there are factories 

2 Railways stations and bus stations 

3 market areas 

4 Highways

During lockdown factories, offices and markets have been completely shut down. This has left many dogs and cats starving. 

Hence, there is a need for the state Govts to collaborate with respective animal welfare NGOs in issuing feeder passes as they alone can tell who are genuine feeders and who.actually require movement passes for feeding the strays. 

This is the time when all the state Govts, the central Govt and the NGOs have to work in unison. The better the coordination between them, more are the chances of India defeating the COVID 19 pandemic. Although human life is a priority but one should not undermine the animal life. 

The government should try their best to protect both.
