

Not a day goes by when there is no human cruelty against the man's best friend in the city of Mumbai. Few get reported and most go unreported. Champi a female dog was probably hit by a vehicle which left her vertebrae broken at 3 different places. And when the rescue team of Universal Animal Welfare Society went to rescue her they found her completely immobile and to add to her woes she had just delivered six puppies. The rescue team just couldn't leave her babies dying on the streets. So they got both the mother and her babies to the centre. Due to lockdown getting her proper medical help was quite impossible but in spite of that Champi survived for 12 days with complete immobility feeding her babies with bed soars all over her body. She breathed her last on 2 April 2020 but she probably died with the satisfaction that her babies are alive. Even being immobile she fed her babies and on 1st April her babies started taking outside milk themselves from the bowl. May be that is why she chose to leave for her heavenly abode on the 2nd April. Champi died a painful death and the culprits who brought this pain to her and her babies are not even aware that they have committed a crime which is punishable by law.

A caregiver Aakash was abused and even manhandled by residents of a colony in Gomtinagar, Lucknow which happens to be the capital of Uttar Pradesh. His only fault was that he was feeding small puppies and dogs in a the colony. A resident Mr. Singh, his wife and Mrs Gupta used derogatory language for Aakash. They threw water at him and the puppies. Abused him and even kicked him.
The conversation between Aakash and the dog haters clearly shows that they are not aware about dog laws 2001 and today when the AWBI has declared feeding stray animals as an essential service during the lockdown period the people of India are just not aware of it.

Such incidents of human cruelty towards dogs and derogatory remarks against caregivers is quite common in India. The dog laws 2001 says very clearly that stray dogs cannot be relocated and they can only be sterilized but except the dog feeders and that also not all, the majority of the people of India are unaware of this law. They think it's their birth right to remove the dogs, relocate them and even kick them and kill them.
It's been almost 19 years now but the level of awareness about dog laws is negligible.
Whose fault is it?
The system, political will or both?
Our honourable Prime Minister in one of his public appeals has asked the people of India to feed the stray animals in and around their colonies during the period of lockdown.
Look at the impact
People are neither feeding themselves nor allowing others to feed the dogs.
Neither there is compassion in their heart nor any fear of law.
Chief Minister of Maharashtra and Uttar Pradesh and municipal corporations of both the states, isn't this your responsibility to make people aware about the feeding of stray animals as an essential service during lockdown? If the AWBI had sent circulars to the Chief Secretaries of all the states regarding feeding of stray animals as an essential.servuce during lockdown and that animals do not transmit Corona virus to humans then why haven't the states brought these two very vital pieces of information to the knowledge of their people.
Why are cases of dog abandonment happening and why are the caregivers being harassed during the lockdown for feeding the stray animals?
In fact chief ministers and municipal corporations of every state of India either they should take the responsibility of feeding all the stay animals themselves, which by all likelihood they may not so the least they can do is extend their support and assistance to the caregivers who are taking the financial burden of feeding the animals as well as risking their lives coming out of their homes during the COVID 19 pandemic.
It's a request to all the chief ministers and municipal corporations to kindly make two important information public:
1 Animals do not spread COVID 19 virus to humans. So kindly do not abandon your dogs and cats
2 Feeding stray animals is an essential service so kindly do not stop people or harass them from feeding the stray.
Except a handful of states in India majority have neither given any financial aid nor involved their municipal.corporations in feeding the animals so the least they can do is make a public appeal to their people to feed the animals.
If the above two incidents were not enough there is one more case of dog cruelty that too by the owner of the dogs. The incident has taken place in Chandigarh which is the capital city of Haryana and Punjab. Here an owner of three dogs (2 pitbulls and 1 lab) makes his dogs fight with stray dogs. During the fights the stray dogs get killed and his own dogs get badly injured and this man finds the whole exercise very amusing.
