Sterilization of stray dogs is the only legal and ethical solution to restrict their population in India.
Delhi being the capital city has been the pioneer in implementing the ABC programme. There are many states in India who still don't have the ABC programme running.
Even though the programme has been running for almost twenty years now the impact of it can hardly be seen on the streets of Delhi.
The awareness about the ABC programme is almost negligible amongst the residents of Delhi and people's participation in the ABC programme which is a must for its 100 percent success is absolutely missing.
To top it all the MCD and the Sterilization centres are using loops which are slightly better than tongs but still are quite painful and inhuman. They put the loop around the neck of the dog then drag him to the van. Many times blood comes out of the mouth of the dog.
In the following video the dog is being taken using the loop around his neck.
This video is not of Delhi but of a South Indian state of India where the dog has been caught using a loop and dragged mercilessly to the van.
Unfortunately this is how the dogs in Delhi are still being picked up.
The municipal corporation of Indore has started the ABC programme just a few years back and they are using net for catching. It is more humane and less painful to the dog.

It's quite possible that in some situations net may not be feasible to catch a dog. So for such exceptional cases the corporation may use loops. But using only loops is quite inhuman and cruel.
The municipal corporation of Delhi please replace loop with net. This will definitely not harm the dog and will be less torturous and painfully. Kindly make provision for both net and loop. If using net fails to catch the dog only then use the loop.
Ideally the dogs should be picked up lovingly by their caregivers and taken for Sterilization. Many caregivers in Delhi are doing that. They put them in the dog van without using catchers. And sometimes they themselves take them in cars, cabs or autos to the nearest Sterilization centre.
This is the only way we can reduce the pain and suffering of the man's best friend.
Every state of India need caregivers. The more they are the happier will be our four legged friends.
